Summary, etc. There has been a common consensus that the mounting failures of our institutions of education are producing serious doubts about the ends that education is supposed to serve, about the nature of the educational process as a whole, and about the professionalism and skills of our educators. These doubts, in turn, are creating a new awareness of the significance of educational planning. The need for planning arose with the intensified complexities of modern technological society. Problems such as population, manpower needs, ecology, depleting natural resources and haphazard application of scientific developments that we face today are in a way a result of man's efforts to improve one aspect of his life at the cost of another. These all place demands on educational institutions for solutions. If educational organizations are to meet these problems, then planning becomes a necessity and planning competence becomes mandatory. Specifically, the perennial problems of shortage of classrooms, school buildings, furnitures, fixtures and teachers the Philippine school system is confronted with deserve the necessity of planning. These problems confronting the education sector has been aggravated by the very recently enforced policy of admitting six-year-old school entrants which resulted to a need for bigger appropriation of funds. With compulsory education in the elementary becoming more general, and free public secondary education, the education sector is faced with the difficulty of providing adequate instructional materials for the school children. anything In a very recently published document of the Department of Education, Culture and Sports, the education sector had to contend with the following basic issues and constraints to its development. {95} Despite rapid expansion of the public school system, there are still 4,231 of 43,302 barangays without an elementary school as of 1996 while the number of incomplete elementary schools was reduced from 6,136 to 2,569. ● Out of the 75 municipalities without public or private secondary school, 26 remain without any secondary school. A backlog of 4,674 teachers remained unaddressed (Legacy of the Ramos Administration in the Basic Education Sector, Department of Education, Culture and Sports March 1998)
