This study aimed to examine documents pertaining to cases and conditions in Philippine public schools during pandemics in order to establish the most appropriate teaching-learning delivery system model in time of pandemic. This was a qualitative research study which utilized a triangulation approach and a case study methodology. Documentary analysis was the primary approach, with unstructured interview and narrative analysis as support. The documentary transcriptions were published during pandemic and covered the different cases and conditions in Philippine public schools. The informants in this study are all public school teachers who served more than 4 years in public schools. Nine public school teachers where interviewed and 20 narratives of public school teachers were collected. According to the findings, all public schools in the Philippines followed the Department of Education's guidelines for implementing the new normal system of education. Public school teachers in the Philippines shared comparable experiences, practices, challenges, and the impact of the current educational system. Furthermore, the researcher identified that all public school teachers received equal trainings to be applied in today's situation of Philippine education. All parents and other stakeholders were encouraged to participate in the learning process of the learners this time of pandemic. But still, many challenges arose and had both negative and positive impact because of the huge adjustments for everyone. To respond to this, the TCL model - a teaching learning delivery system model was proposed for this purpose.
