Dissertation note: Master Thesis Summary: This study evaluated the implementation of the Infrastructure and Services Program (ISP) by the Parañaque City Information Technology Development Department (ITDD) and proposed an action plan for enhancement. The ISP aims to modernize IT infrastructure and improve public services in Parañaque City. Using a quantitative research design, data was gathered from 125 respondents, including ITDD staff, City treasurer's office employees, and taxpayers. Findings reveal a generally high level of ISP implementation but highlight challenges resulting from "Serious", such as lack of awareness, manpower, and budget constraints. Proposed measures aim to address these challenges and enhance program effectiveness, including increased public engagement, recruitment and trainıng programs, advocacy for additional funding, infrastructure upgrades, and cybersecurity measures. The study concludes that targeted interventions and ongoing evaluation are necessary to continuously improve program implementation and service delivery. Recommendations include increasing public engagement efforts, investing in recruitment and training, advocating for additional funding, prioritizing technology upgrades, and implementing cybersecurity measures. This research contributes valuable insights to policymakers, urban planners, and IT professionals, aiming to optimize IT infrastructure and services in Parañaque City and serve as a model for other urban areas.
