Customs Competency must, among other things, continuously assess correctly the strategic needs of their organization and the ever-changing business process requirements in terms of core, operational, and management competencies if they are to remain responsive to the challenges of the twenty-first century. In line with the Core Competence Theory, this theory was chosen by the researchers to back up competency-based qualifications for lodging goods declaration. In light of the fact that this framework strictly complies with competency-based qualifications standards, which include minimal requirements such as eligibility, education, experience, and training from current and future holders of the position in such firms. The researchers selected fifty (50) respondents using the Snowballing Sampling from the list/availability of respondents of Customs Brokers in Paranaque City, Philippines. To support the statement of the problem which will define the current phenomenon of the study based on the demography of respondents, challenges, and differences, the researchers utilized a descriptive research design. It was shown that there is a very small positive relationship when determining the correlation of the competency qualification of declarants with the lodging issues they encounter. Hence, it can be concluded that the more a declarant attains competent qualifications, the more positive and effective they are in responding and complying with any lodging issues. Overall, certain demographic profile of declarants such as educational background, working experience, and skills determine their competency.
