This study is all about revisiting the programs implemented in Olivarez College for the past three to four years. The respondents of this study are the selected Students, Non-Teaching staff, Faculty and Administration of Olivarez College. They were given a questionnaire to answer regarding their perceptions, experiences and outcomes of the programs implemented. This study is all about revisiting the programs implemented in Olivarez College for the past three to four years. The respondents of this study are the selected Students, Non-Teaching staff, Faculty and Administration of Olivarez College. They were given a questionnaire to answer regarding their perceptions, experiences and outcomes of the programs implemented. The following are the questions in which the researchers seek answer from the respondents: (1) How do respondents perceived the English Proficiency Enhancement Program (EPEP) in Olivarez College in terms of: Consistency, Opportunity, Involvement, Orientation, Motivation, and Competency? (2) Is there any significant difference in the perceptions of the three groups of respondents on the implementation of EPEP in the institution? 2.1 FACULTY AND ADMINISTRATION, 2.2 NON TEACHING STAFF, 2.3 STUDENTS (3) How do respondents assess the EPEP in the said institution? 3.1 English Speaking Campaign 3.2 Posting of English Communication Signages. 3.3 English Organization 3.4 English Enhancement Integration to Soc. Or Students 3.5 English Communication Monitoring 3.6 English Spiel for Telephone-Communication (4) Is there a significant difference on the assessment of EPE among to the three groups of respondents? (5) How do EPEP impact on participants as perceived by the respondents? (6) What impede the implementation of EPE in enhancing English proficiency as expressed by the respondents? (7) Based on the given inputs, how can EPEP mechanism be revived and revitalized to sustain intended outcomes? The research methodology used in this study is Quantitative Design using Descriptive Evaluative Method and Questionnaire as a tool of gathering data. This study found out that the above mentioned programs were implemented and experienced by the respondents. Most of them answered that the programs were evidently consisted, bring about gains and benefits, properly oriented, empowered everyone to join, has motivational techniques, and makes everyone communicatively competent. It was also discovered that there is no significant difference in the perception of the three groups of respondents. The respondents assessed the EPEP English Speaking Campaign to be effective in enhancing English communication skill posting of signage is said to be visible to everyone, the English organization which was assessed only by the students in remarkable, to be an organization that has a common goal in enhancing English proficiency. The English integration in social orientation course which was also assessed by the students resulted as an evident in containing topics that would also enhance English communication skills of students. The English communication monitoring which was assessed by the group of faculty and administrators resulted evident during class observations, and the English Spiel for Telecommunication bring brought about positive results in dealing with clients. It was found out that there is no significant difference on the level of assessment of EPEP. The different impacts drawn and brought EPEPs are seen to have moderate impact as perceived by the students. For Reflections and Recommendations, the researcher strongly recommends that the implementers should make sure that the information about the programs are disseminated widely in the institution to be able to let everyone engage and be familiar with the programs. The previous implementer must orient the new implementer properly to consistently aim the goal of the program raised. Empowerment should be pursued using different promotion strategies. To avoid the slowly disappearing of participants, the program must meet the goals and objective to provide consistent motivation. The organizers should work hand in hand with the management of the institution to get full support to have its sustainable implementations, the set of committees should be provided to ensure the effective management of the program. By having the set of committees, the turn-over mechanism should be successfully performed.
