Dissertation note: Master Thesis Summary: Article XIV Section 1 of the Philippine Constitution provides " The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all." The right is so basic that it is nigh-impossible for a citizen who is ignorant and without talent or skill to have the capacity to liberate himself from the cruel tentacles of poverty and want, to fully enjoy life itself, nor can he be expected to be conscious of his rights, duties and responsibilities to his fellowmen. Unable and deprived of proper education, he becomes an easy prey to the manipulation of corrupt leaders and the blandishment of alien ideologies. Accordingly, President Corazon C. Aquino issued Proclamation No. 480 declaring the period 1990-1999 as the decade of Education For All (EFA). The proclamation provided for the creation of a National Committee that prepared the National Plan of Action to chart the direction of a national education program as well as to formulate relevant policies for the implementation of the EFA.
