Dissertation note: Master Thesis Summary: It is common knowledge that elementary education is a foundation of a basic step of a person's long-life education. It is in this stage that the child starts to formally develop his personality, his system of beliefs and values, his altitudes and all the other aspects of his life. This level of education is believed to be the most crucial whatever one develops during the formative years, tends to become permanent. All succeeding experience may only save to modify them. For this reason, elementary education should offer the best educational experience. Education must address practically the needs of the modern state of a Filipino child, if it is to be true to its goals of preparing the youth for the future. Quality education is difficult to achieve but is a challenge to all educators and administrators to see that their pupils are performing well. Just as education is significant in developing the total human personality, it is a sad fact that there is a continuous decline in the quality of education in the Philippines. Deteriorating test-scores among our school children, high incidence of school related violence, high level of illiteracy and a large proportion of dropouts are among some of the factors related to their low school achievement. But the most pressing problem is the quality of academic achievement as revealed by the results of achievement tests given by the Department of Education, Culture and Sports usually at the end of the school year.
