Where library manuals already exist, the research may enhance and improve them based on the responses of the respondents to further support the study, related literature is provided, focusing on the many studies on educational views and highlighting the contrasts and similarities between the studies identified and the researchers. Descriptive-quantitative design to which survey was used and purposive sampling technique under non-probability sample to gather respondents. The total respondents were 128 college students from the college clusters of CCBALTCH, CCASE, and CHRS and with a sample size of 10% from the population of each course department. Mean and analysis of variance (ANOVA) were used for data analysis. Findings showed that the Olivarez College Library is ready in terms of library preparations in time of the pandemic, component preparedness (safety reminders, library services, library hours, and resources) helps to prioritize the safety of the users and show demands of library services that are needed by the college students in receiving library services in the new normal situation and lastly some minor issues concerns by the group of CCASE students that they encountered in the library now that need to be addressed. It is also stated in one-way ANOVA that there is no significant difference in library preparedness and common issues and concerns perceived by the group of respondents based on department. This study gave awareness to the users of the libraries and gave essential information on health and safety protocols in the new normal way of library services in Olivarez College that concluded this study to reformulate new operational guidelines in the new normal condition.
