The research sought to design a centralized web-based system to address the challenges of a fully manual and semi-digital system which was slow, contained a risk of data loss, and made tracking the submission of documents difficult. Using the waterfall model, the system was developed to allow users to submit documents, tracks compliances, check the current status and view progress through logs and progress bars, and access files securely through Google Drive Data was collected quantitatively through surveys with key administrative personnel such as program chairs, department staff, and QA officers using a 4 point likert scale. Results showed strong agreement across all system indicators: functionality, tracking, security, user satisfaction, accessibility, and notification. The effectiveness of the system in reducing redundancy and improving the workflow while enhancing real time communication was noticeable. The system does require document submission manual approval, but from the administrative perspective, claimed dependencies are more accurately fulfilled, the compliance workflow is more streamlined, and accreditation requirements are better supported. In this research, QARMS is proven to be a practical and user-friendly function designed to modernize the operation of quality assurances within institutions, thereby increasing overall efficiency and providing a standard for other educational institutions, thereby to redesign their records management systems ER -
