More specifically, this research aimed at establishing the level of knowledge and comprehension of these e-cigarette users on the major provision of R.A. 11900, which includes but is not limited to age requirements, packaging and labeling standards and restrictions on advertising; determine areas of lack of awareness and compliance that threaten to undermine the impact of the law; review the attitudes and behavior of users with the regulations and develop a consumer guide that will be made available as an easy to follow educational document to inform the user on their legal duties and the health hazards posed by the consumption of e-cigarettes. The research design adopted was a mixed-method design, in which both quantitative (survey) and qualitative (interview) data were used as primary data. Descriptive statistics and narrative analysis were performed to gain a general understanding of user awareness and compliance patterns, as well as educational needs. Findings indicated that although some users knew some of what was offered, ignorance and misunderstanding of the law remained very high, especially regarding the age limit and advertising regulations. Such loopholes can lead to incidents of non-compliances and compromise the capacity of the states to ensure the health of the population by mitigating the risk of e-cigarette of specific educational programs and the dissemination of more user-friendly information materials. It is to address these points that the resulting consumer guide seeks to fill these information gaps, foster responsible consumption, and facilitate good government practices to enforce R.A 11900. The bottom line, however, is that this study presents a significant lesson for policymakers, health advocates, and regulatory agencies to create better community-based health promotion and regulations to shield communities from the potential dangers of e-cigarette/vaping use ER -
