This study attempted to investigate and analyze the involvement of the PTCA and LGU in the District of Makati III which would lead to the evolvement of a proposed program of partnership which may be considered to further enhance aid to the elementary schools in their goal towards improvement and development. Specifically, this study sought answers to the following questions: 1. What is the profile of the respondents in terms of: 1.1 age; 1.2 gender; 1.3 civil status; 1.4 educational attainment; and 1.5 position? 2. To what extent PTCA and LGUs assist the school as perceived by the respondents with respect to: 2.1 instructional; 2.2 financial and; 2.3 technical? 3. Is there a significant difference between the support/programs extended by the PTCA and LGU with respect to: 4.1 instructional; 4.2 financial and; 4.3 technical? 4.Based on the findings of the study, what enhance partnership can be proposed? Null Hypothesis 1. There is no significant relationship between the perceptions of the PTCA and LGU with respect to: Instructional Financial and Technical assistance 2. There is no significant difference between the support/programs extended by the PTCA and LGU with respect to: Instructional Financial and Technical assistance 3. There is no significant difference in the learning styles when grouped. Alternative Hypothesis Conversely, the result of the study may yield the alternative hypothesis that there is a very significant relationship between perceptions of PTCA and LGU members with regard existing partnerships in terms of support and programs and their perceptions of each other in general in terms of their instructional, financial, and technical dimensions. To be able to answer the aforementioned questions the investigator of the present study requested permission from the Schools Division Superintendent of the Division of Makati to undertake the present study involving the District of Makati III. Also permission was sought from proper authorities in the distribution of a set of questionnaires which were the main data-gathering instruments in this study. Aside from the questionnaires, the researcher also conducted informal interviews with the respondents of this study to verify some doubtful points in the questionnaire and to gather directly from the respondents the possible ways and means they could offer to aid the schools towards improvement and development. Likewise the researcher resorted to documentary analysis relative to the partnership of the PTCA and LGU in assisting the schools in the district. In the conduct of the study the researcher used the descriptive survey type of research in gathering the needed data by presenting an organized attempt to analyze, interpret and report the present status of the partnership between the PTCA and LGU in aiding the schools toward improvement and development particularly on the instructional, financial and technical activities of the elementary schools. Statistical measures were also employed particularly in determining the frequency percentage of responses, the relative mean or the weighted mean on the respondents' perceptions, the chi square test as a test of independence on whether the variables are independent or are related. Findings Based on the results of this study, the facts that were gathered through this study may be summarized as follows: 1. Profile of the Respondents: 1.1 Age. Majority of the respondents of the PTCA belonged to the age bracket of 45-49 years, a total of eleven (11) or 23 percent while most of the respondents of the LGU belonged to bracket 55-59 years, a total of six (6) or 30 percent. The youngest of the PTCA group belonged to bracket 25-29 with a total of two (2) or 4 percent while the LGU belonged to bracket 20-24 with one (1) respondent. 1.2 Gender. There were fifteen (15) or 31 percent males in PTCA while thirty-three (33) or 69 percent females; there were fourteen (14) or 70 percent males in LGU while six (6) or 30 percent females. 1.3 Civil status. Of the forty-eight (48) respondents, forty-one (41) were married or 85 percent, five (5) who were single or 11 percent while two (2) or 4 percent were widow/er in PTCA. In LGU seventeen (17) were married respondents or 85 percent, three (3) or 15 percent were single. 1.4 Highest Educational attainment. Majority of the respondents who were thirty (30) or 63 percent were plainly baccalaureate degree holders while six (6) or 13 percent earned their academic requirements, three (3) or 6 percent earned doctoral units and one (1) or 2 percent eared full-fledged EDD holder in PTCA. In LGU the respondents were baccalaureate degree holders. 1.5 Position. It was revealed that majority of the respondents were from PTCA. In the PTCA sixteen or 33 percent belonged to board members followed by four (4) or 8 percent principal consultant. Following this were four (4) President, four (4) Vice-President, four (4) Secretary, four (4) Treasurer, four (4) PRO, four (4) Auditor, and four (4) Business Managers. In the LGU fourteen (14) or 70 percent belong edto councilors and two (2) secretary or 10 percent, and two (2) treasurer or 10 percent. 2. PTCAs and LGUs Extension Assistance 2.1. Instructional Summarily the average weighted mean of the response regarding the instructional role of the PTCA was 3.94 interpreted as extensive (E) and the LGU was 3.80 which had a descriptive equivalent of extensive (E). This finding can be explained by some of the indicators that these were the responsibilities of the PTCA and the LGU. 2.2 Financial PTCA extended moderately in indicator no. 1, allocation and contribution in cash, kind services" with weighted mean 3.88, indicator no. 3"voluntary contributions from the parents" with weighted mean 3.94, indicator no. 9, classroom renovation" with weighted mean 3.39 and the LGU indicator no.9 "classroom renovation" with weighted mean 2.85 and indicator no. 10, construction of new buildings" with weighted mean 2.95. PTCA and LGU extended financial assistance moderately and very minimal in some indicators which may be due to the very extensive financial assistance given by the city government. 2.3 Technical PTCA and LGU extended technical assistance with average weighted mean 3.81 and 4.18 interpreted as extensively. 3. Perception of PTCA and LGU The findings of this study showed that the perceptive of the PTCA and LGU regarding instructional assistance extended were significantly different. With regard to financial assistance their perception showed no difference while on the technical assistance there was a difference. 4.Support/Program extended by PTCA and LGU Looking into the support/program extended by the PTCA and LGU there was a significant difference regarding the instructional component. In the financial component there was no significant difference on the perceptions between the PTCA and LGU while under technical component. There was no significant difference except in the perception on local council for the protection of children wherein they had different perceptions. They do not agree with each other. 5. Findings of the study. What enhanced partnership can be proposed? Finally, findings for enhanced partnerships are the following: 1. Instructional - a need for awareness of guidelines on the acceptance of textbooks, school supplies and better textbook distribution; 2. Financial -assistance on possible ways and means to increase proceeds from canteen operations, monetary requirements and construction of classrooms and school buildings; 3. Technical- intensive sharing of experiences and expertise and extending reach and network Conclusions Based on the foregoing findings the following conclusions were drawn: 1. The PTCA respondents were younger in age than the LGU and that there were more female members while there were more male LGU members. Mostly were married and the PTCA ar higher in educational attainment than the LGU respondents. 2. The PTCA and LGU were perceived to have extended instructional and technical assistance extensively but they extended financial assistance moderately and very minimal respectively. 3. PTCA and LGU perceptions had significant difference on the instructional and technical aspect while there was no difference in their perception on the financial aspect. 4. The perception on the significant difference between the support/programs extended by the PTCA and LGU had a significant difference as regard to the instructional component while in the financial and technical component there was no significant difference on their perception except in the perception on local council for the protection of children. 5. A proposed program for enhanced partnership was proposed. Recommendations Based on the foregoing conclusions the following recommendations were drawn: 1. Result/findings of this research study be provided to the school administrators and LGU members for perusal and examination. 2.The researcher be allowed to present and discuss the proposed enhancement partnership program to the administrators and LGU in the District of Makati III.
