The study is an appraisal of the effectiveness of the manual inventory control system used in Paranaque City Government on the aspects of inventory procedures, inventory management practices, procurement process, materials handling and distribution, recording/accounting of inventories, and warehouse management. Respondents' perceptions on the advantages of an automated inventory control over the manual system and the significant differences on their perceptions in the assessment of the inventory control system were determined. Predictors of an effective inventory control system were identified and the study proposed a model that can be adopted in the City Government of Paranaque designed to achieve effectiveness, efficiency, and quality public service delivery. The study utilized descriptive quantitative and qualitative research designs. The researcher used a survey questionnaire as the primary data gathering instrument distributed to 341 respondents from the different departments of the of the City Government of Paranaque. Findings show very high level of advantages in adopting an automated inventory control system in Paranaque City Government as the results manifested the provision for improvement, effectiveness, and efficiency of the system. Inventory management practices, procurement processs and warehouse management, are predictors of an effective automated inventory system, thereby providing the capability and competency to meet the current needs of the institution. Recommendations of the study include enhancement of the current implementation of the inventory control system through the adoption of an automated inventory control system where a procedural system operation is illustrated and explained. This automated inventory control system will allow the City Government to employ cutting-edge software to reduce time spent on routine stock counts and tracking and streamline operations such as stock counting, issuance of requisitioned supplies, materials and equipment and maintenance of inventory records. Implementing inventory management technology successfully is a significant step toward complete government process automation.
