This paper aims to understand the design and implementation of an account management billing system, to enhance the management of multiple-layer energy services such as water, rent, and electricity. The research is informative regarding the coherent billing & operational cost in a business concerned with selling a cent commodity & the consuming public. The study aims to determine the level of satisfaction with the developed system on account management and the online billing facility along with the collection of data pertaining to its behavior, reliability, and portability. Quantitative research, as the research technique was used, and questionnaires were administered to the administrators of Pamilihang Bayan ng Bagong ParanÌaque. Based on the conclusion, billing activities, and organizational effectiveness can easily be boosted, as well as the system usage may be optimized with an appropriate setup of the account management billing system. The implications of the research presented here provide best practice guidelines for implementing practical utility billing systems in the utility sector and note that digital transformation in this area can bring improvements in the processing of bills and varying customer satisfaction. Some of the key terms used include automated account billing system, customer accounting, customer satisfaction, digital power, and minimizing cost.
