520 _aLanguage, as a social institution, has been invented and developed by menprimarily to communicate - to carry ideas, thoughts and feelings from one person toanother so that they are understood. It is the most powerful tool men have ever invented. The importance of language (particularly that of English) to the Filipinos is highlyrecognized that even our Constitution (Article XIV, Sec. 7) ordains: For purposes of communication and instruction, the officiallanguages of the Philippines are Filipino and, until otherwise provided bylaw,English. The regional languages are the auxiliary official languages in theregions and shall serve as auxiliary media of instruction therein. Spanish and Arabic shall be promoted on a voluntary and optionalbasis. Contrary to the contention that the propagation of English is incompatible with aationalistic education, the above Constitutional provision expressly recognizes English one of the official languages for purposes of communication and instruction.
