520 _aThe study intended to explore and identify the significant difference in the factors, impact, and constraints of the three groups of pupils when grouped according to grade level and school attended. Given the existing circumstances, the study might disclose the current state of modular remote learning use in DepEd schools. The findings of the study can be used to help schools create a MODEL (Modular Delivery Learning) Framework for effective learning facilitation in this new learning environment. It utilized a descriptive quantitative research design using questionnaires carried out at Munting llog Elementary School Sabutan Elementary School, and Tatiao Elementary School. Survey questionnaires were distributed to the 252 respondents at the intermediate level from the aforementioned selected elementary schools in the District of Silang. Results showed that majority of the factors that affect learning using modular distance learning modality moderately affect their learning. Thus, both parental support and teachers' support strongly affect learning. Moreover, the use of MDLM shows a moderate impact on the respondents' performance, achievement, and parental involvement. Hence, the respondents confront all statements as an average constraint in using MDLM. There is no significant difference in the factors, impact, and constraints of the three groups of pupils when grouped according to grade level and school attended. It merely proves that the outcomes obtained have a small likelihood of happening. Likewise, the teachers should participate in advanced professional development training and seminars to improve their ability to identify and manage learning issues when employing modular remote learning. Parents should be re-oriented on responsible parenthood and pedagogical approach in facilitating their children in the new normal education. The effectiveness of the teaching and learning process can be attained through the collaboration of teachers, learners, and guardians. Thus, cooperation among them is highly encouraged. Teachers' strategies in delivering modular distance modality may include practical exercises such as challenges and parents' assistance for improved knowledge and learning. Hence, re-orientation on the needs of the learners must be considered to avenue the strengths and weaknesses disclose in the current state of modular distance learning modality. Parents and teachers should be aware of their roles and responsibilities in teaching learners to learn effectively and efficiently. The partnership between the schools and PTA should be strengthened. The researcher came up with a MODEL (Modular Delivery Learning) framework which provides specific detail on how learning will transition from traditional face-to-face to modular delivery that would address the effective learning facilitation in this new learning environment.
