520 _aThe 1990 World Conference on Education for All (EFA) attended by delegates from 155 countries and representatives from 100 organizations committed themselves to work towards basic education for all and agreed the World Declaration for Action to meet basic learning needs. This conference did not only expand the vision of basic education but also guided governments and the world community in their efforts to universalize access to primary education and reduce adult illiteracy In the Philippines, the necessity and importance of this international commitment has been recognized fomer President by Corazon C. Aquino that she overemphasized: "The urgent need for the government to provide all Filipinos with at least a basic education requires our adoption of a revolutionary course. Given our scarce resources, we need to find other ways of developing a program that will equip our people with appropriate knowledge for their survival and growth even as it enables them to contribute to national development grade." To provide direction to this international commitment, then President Corazon C. Aquino issued Presidential Proclamation No. 480 declaring the period 1990-1999 as the decade of Education for All.
