Dissertation note: Master Thesis Summary: It is an accepted fact that school administrators occupy a strategic position inshaping the direction of educational efforts. It has been said that, {93}as administrator is,so is the school{94}. This statement implies the importance and great responsibility of theschool administrator in molding the teachers into a positive work force workingtogether for the attainment of educational goals. The administrator is the key element of the school system. (McFarland) 1992pointed out that he is dynamic component of the system, the creator and the creature ofit. Administrator exists to improve the performance of the human and physical factorsbeyond what could be attained with some planning, coordinating, controlling andleadership ingredients. The administrator's contribution is to facilitate the attainment ofobjectives by making the subordinates more effective in their work. It is evident that the administrator, being responsible for the attainment ofeducational goals has one important task - educational administration. No less than theCongressional Commission on Education (EDCOM1) gave the basic objective oneducational governance which states that {93}to manage the educationalsystem aseffectively and efficiently as possible so that the mission, goals, and objectives ofeducation will be attained at the least social and economic cost (EDCOM) 1993.
