Leadership is a vital and so important a concern in any organization , its truism particularly factual in the school system. In fact, according to Gregorio (1986), it is considered the most potent influence and most dramatic activity in the field of school management and administration. This is predicated on the complexity of the educational system as a social institution that deals with the structuring, organizing, managing, and giving directions or instructions to both inputs of education, the material and human resourceswhich include the pupils, students, teachers, parents, non-teaching personnel and the entire educational community. Because of the population coverage and the varied complexities of the educational system, it is needless to stress the tremendous dimensions of concerns and responsibilities involved in the process. The magnitude, latitude, and even the altitude of leadership involved makes it both a challenge and an opportunity. The functionality and relevance as well as the effectiveness and efficiency of the educational system in the delivery of educational services to meet the needs of the people has been the subject of criticisms, owing to the large size of the school organization. Findings of educational surveys, studies and or researches brought to the fore the glaring proofs and inadequacies and ineptness in the hierarchical points in the school system that pose a great challenge to leadership specifically among the department heads'abilities,personalities, and innovativeness.
