The country's educational system from the Spanish time to the present has undergone series of notable curricular and structural changes and development to make it relevant and responsive to needs of the society it From its religion-oriented nature and 3R's focused curriculum to be relevant to the Spanish Colonizers' major policies for more than three centuries it metamorphosed to democratic-oriented and a crowded curriculum under the American rule for almost five decades. Those Western influences have deeply rooted into our basically eastern culture that they rendered us today and probably forever, confused and/or a contradicting products of the West and the East. This is seen in our Ways, it in our thoughts, and in our social institutions. Our educational system, in particular, is greatly influenced as shown by series of major curricular innovations, enrichments, and redirections to be functional and to improve the quality of its outputs not only to meet local needs, standard and requirements but international as well. Despite all these efforts, the Survey on the Outcome of Elementary Education (SOUTELE) in 1975, glaringly revealed that Grade VI pupils'
